Workflow version is not a consecutive numbe

* Describe the bug

When a new version for a workflow is created the version number is not a rational consecutvie number, imo if last version is 386 and the new one is 356498451165 is incorrect.

  • NocoBase version:
    v1.8.33
  • Database type and version:
    Postgres 16
  • OS:
    ubuntu
  • Deployment Methods:
    Create-nocobase-app
  • Docker image version:
  • NodeJS version:
    21

* How To Reproduce

Expected behavior

New version number is 399 or 678
