Will there be development towards creating the ability to make a PWA?

I have a requirement to enable offline storage for mobile. Is this something on the roadmap?

I have the manifest and service workers added, but when I ‘install’ the PWA it loads the full site instead of the /m mobile site and when I turn off the wifi/cellular network it doesn’t cache locally.

We are developing the ability to load on demand, so that mobile devices do not need to load the entire site.
