Ability to confirm user access to the system

Is it possible to confirm user access to the system? For example, a user registers, but needs to wait for confirmation from an administrator or manager?

You can create a default role for new users which has no ability to access to any data and pages but a welcome page to tell the user to wait for confirmation. The manager can change the role of the user to confirm.
